A video clip a few weeks ago showed a couple of Afghani judges discussing their procedures. Beside them sat a man with a rusty sword who described how he immediately carried out the judges' orders: finger, hand, arm; toe, foot, leg; neck. "Many times I have chopped the neck."
Three chained prisoners listened intently to the judges but looked not at the dull-edged cleaver.
This was just a TV show, like Bush's tribunal, to divert viewers' attention from what potentates do in secret.
Did you know you can see drawings of the bunker under the White House where Cheney hunkers in a National Park Service environmental impact study put out to show a luxurious press accommodations facility? The bunker and press palace was constructed, one suspects, to carry out Psychological Operations recommended by the Defense Science Board in 2000:

A nifty piece of the PSYOP plan is to enlist highly reputable media outlets in placing favorable stories by purchasing "anchor outlets." Certainly seems to be working in you believe the amazing flood of natsec leaks of Woodward, Hersh, the war-drunk British media, and the fortuitous turnaround in Islamic reporting.
The DSB complained that for all its military hardware supremacy othe nations excelled over the US in psychological ops in response to the belief that the US could be conquered not by arms but by superior narratives. Now that should justify the scarred veins of a 1A addict.
The military tribunal thus appears to be a PSYOP devised to bubble the froth of the media and the lawyers, and best, the hybrid media/lawyers. Like the video clips of Usama and Rumsfeld and Bush and his executioner's song.
